Job summary

TH Recruit in Warrington is seeking a Utilities Manager to oversee utility connections, statutory authorities and third-party service works from project inception through to completion. You will identify commercial, technical and operational risks and work with construction, commercial and design teams to deliver projects efficiently.

Key responsibilities include obtaining quotations, progressing orders, developing utility programmes and ensuring RAMS, testing and commissioning meet regulatory

Qualifications

• Experience in utilities within the housebuilding or residential development sector.
• Strong knowledge of utilities legislation and service connection processes.
• Experience securing POCs, service diversions and utilities for new developments.

Responsibilities

• Manage utility connections and service installations from inception to completion.
• Obtain quotations and progress utility orders in line with programme.
• Develop and communicate project utility programmes.
• Manage applications, POCs, diversions, meters and service connections.
• Liaise with utility providers, statutory authorities, contractors and internal stakeholders.
• Support commercial teams with procurement, quotations, scopes and payment applications.
• Review services designs and ensure technical queries are resolved.
• Ensure all required certification, testing and commissioning is completed.
• Support site teams in securing temporary power and water.
• Identify and manage contractual, financial, technical and operational risks.
• Ensure RAMS meet legislation, health & safety requirements and best practice.

An exciting opportunity has arisen for a Utilities Manager to join a leading housebuilding business based in Warrington.

The role will oversee utility connections, statutory authorities and third-party service works from project inception through to completion. This will include obtaining quotations, supporting procurement, managing off-site and on-site works, and ensuring connections are delivered safely, on programme and to the required quality.

You will identify commercial, technical and operational risks, support value engineering opportunities and work closely with construction, commercial and design teams to ensure projects are delivered efficiently and successfully.

• Good understanding of the technical aspects of utility service delivery.
• Excellent communication and stakeholder management skills.
• Commercially aware, organised and resilient, with the ability to work to deadlines.
