Join Kirklees Council as a Transport Policy Project Officer!

Are you an early-career interested in Transport Planning, Policy development and Public Transport? Kirklees Council is seeking a talented and forward-thinking professional to lead the development of transport policy.

Join us in driving the future of transport in the North of England and help us shape sustainable, connected communities.

Kirklees – The Heart of the North's Transport Transformation

Nestled in the heart of the North, Kirklees is at the forefront of an exciting, once-in-a-generation transport revolution. With significant investments in public transport and active travel infrastructure, we are on a mission to create safer, healthier, and more accessible travel options for everyone.

As we collaborate with West Yorkshire Combined Authority (WYCA), Kirklees is growing its bus networks and working to integrate bus, rail, and the upcoming West Yorkshire Mass Transit system. Future plans include exploring a Mass Transit route connecting Leeds, White Rose, and areas of Kirklees like Dewsbury, creating seamless travel options for all. Through funding from initiatives such as the Active Travel Fund, Transforming Cities Fund, and the City Regional Sustainable Transport Settlement, we are expanding active travel networks and improving urban and rural areas alike.

Excitingly, the multi-billion-pound Transpennine Route Upgrade project is underway, bringing faster, more reliable trains across the region, with significant improvements to 8 stations within Kirklees, including Huddersfield and Dewsbury. This project is transforming connectivity across the Pennines, connecting communities to Leeds, Manchester, York, Liverpool, and beyond.

Your Role – Project Officer – Transport Policy

As our Project Officer – Transport Policy, you will play a pivotal role in shaping the future of transport in Kirklees. You will be responsible for developing our transport policy, supporting development of public transport networks, which support the Council's wider aims for economic growth and sustainability.

Your Primary Responsibilities Will Include

  • Supporting the development and implementation of transport policies such as the West Yorkshire Local Transport Plan 4 and transport themes within the Kirklees Local Plan.
  • Advocate for policies and decisions which maximise funding for bus, rail, mass transit and shared transport (mobility hubs, bikeshare and car clubs).
  • Organise and facilitate stakeholder workshops to build consensus around policy development.
  • Build highly effective relationships with stakeholders, across Council services and partners, including transport operators and West Yorkshire Combined Authority.

You Will Bring

  • Practical experience of the application or development of policy
  • Experience of partnership working.
