Qualifications

Responsibilities

  • Oversee the One LSC transport service across Lancashire Teaching Hospitals, ensuring alignment with CPC guidance and DVSA requirements
  • Manage fleet procurement, vehicle movement and running costs, including leased options
  • Ensure Duty of Care for driver training and compliance
  • Provide strategic oversight: KPI management, workforce engagement, cross-department collaboration, quality assurance, Health and Safety and staff wellbeing
  • Ensure compliance with Health & Safety, Occupational Road Risk policies, COSHH, risk assessments and manual handling
  • Identify and implement service improvements; work with Finance and Workforce to provide accurate activity/performance data
  • Collaborate with partner Trusts to deliver integrated transport services and value for money

Job description

The Transport Manager will be responsible for the management of Transport service across Lancashire Teaching Hospitals. The post holder will develop and maintain effective partnerships across One LSC, providing leadership and influence to support integrated working, shared solutions, and the achievement of collective strategic priorities across the provider collaborative.

  • The control of all One LSC vehicles within Lancashire Teaching Hospitals operating model working out of Chorley District Hospital. Full accountability to the Office of the Traffic Commissioner/Department of Vehicle Safety Agency (DVSA) and operate in line with CPC transport guidance.
  • Stringent cost control with vehicle procurement, movement and fleet running costs inclusive of purchased fleet options and hire/leased vehicles.
  • Accountability for the employer's Duty of Care for driver training and compliance.
  • Strategic overview of Transport service with responsibility for:
    • KPI management
    • Workforce engagement
    • Customer and departmental collaborative working

  • Review and ensure compliance with all mandatory regulations including Health & Safety, Occupational Road Risk Policy, COSHH, risk assessments and manual handling.
  • Ensure departmental and logistics objectives are met in the most appropriate way, highlighting current deficiencies, and ensuring best practise and guidelines are adhered to.
  • Proactively identifying and proposing service improvement opportunities
  • To work closely with colleagues in Finance and Workforce to ensure that relevant and accurate information regarding service activity and performance is available.

ILM Level 5 qualification in management or leadership, or equivalent experience or knowledge gained within Transport or Logistics environment
  • Certificate of Professional Competence in Road Haulage. (CPC)
Desirable criteria
  • Appropriate professional management qualification
  • Essential IT skills (EITS) or equivalent, A working knowledge of Health & Safety legislation, covering risk assessments and Control of Substances Hazardous to Health
  • Working knowledge to BSI/ISO regulation
  • Demonstrate commitment to continued professional development (CPD)
  • Minimum 3 years transport management and leadership experience
  • Experience of Transportation, Logistics, Fleet and IT Planning and Management Systems
  • Significant experience of budgetary management
  • Experience of delivering service development and improvement.
  • Experience of NHS procurement models aligned to waste recovery programmes.
  • Knowledge of current Road Transport and Operators licensing legislation
  • Fully understand the level and the standard of service required and ensure statutory and performance standards are maintained, monitored and regularly reviewed.
