Job summary

East West Rail Company in Milton Keynes is seeking an experienced Transport Analyst to lead the programme's evaluation strategy, ensuring social, economic and wider impacts are robustly measured and reported.

You will work with internal and external partners, shape evidence-based decision making, and contribute to business cases and strategic analytics, while monitoring social value and performance indicators.

Qualifications

• Experience leading economic evaluations for major projects, programmes, or public investments.
• Experience developing and implementing benefits realisation approaches.
• Knowledge of evaluation methodologies and survey design in complex delivery environments.
• Experience managing consultants or external analytical providers.

Responsibilities

• Lead the evaluation of East West Rail, providing evidence on project impacts and value for money.
• Develop and shape evaluation methodologies, survey design, and analytical approaches for the programme.
• Manage delivery of complex evaluation activity through external providers, ensuring quality and timely delivery.
• Lead benefits management activities, including KPI development and benefits realisation frameworks.
• Drive the organisation's approach to social value and distributional impact assessment.
• Support sponsors in identifying and evaluating social and economic impacts of East West Rail.
