Job summary

Leicestershire County Council in Leicestershire is seeking a Payroll Administrator/Work-Based Learning specialist to deliver apprenticeship and work-based learning programmes. Job description

Organisation: Leicestershire County Council

Work Location:County Hall, Glenfield. Alternative bases at Market Harborough, Hinckley, Coalville, Wigston, Loughborough or Melton would be considered on appointment.

Salary:£28,605 to £31,029 per annum (pro-rata for part-time) (Pay award pending)

Working Hours: 22 hours per week.

Do you want to play a critical role in supporting professional development through high-quality work-based learning? We are pleased to offer an exciting opportunity to join our highly successful and highly regarded work-based learning curriculum.

About the Role

The successful candidate will join our effective team of vocational experts and educators, delivering a range of apprenticeship and work-based learning programmes. This will include Payroll Administrator Level 3, Payroll Assistant Manager Level 5, and management qualifications, alongside other provision according to learner and employer need.

  • Payroll Administrator Level 3;
  • Payroll Assistant Manager Level 5;

  • other work-based learning programmes linked to the successful candidate’s vocational expertise.

The role will involve planning and delivering engaging online or blended learning sessions, supporting apprentices to develop occupational knowledge, skills and behaviours, preparing learners for assessment, and contributing to curriculum planning, resource development and quality assurance.

Working as part of our team, you will track learner progress, carry out reviews, provide pastoral support and maintain accurate records in line with apprenticeship, awarding organisation and service requirements.

This role offers a substantial amount of working remotely from home, with access to office bases and learning centres across the county.

You will be joining a high-performing apprenticeship team. We are currently the highest-achieving listed provider for the Payroll Administrator Level 3 apprenticeship, with 92.3% of apprentices completing and passing their end-point assessment in 2024 to 2025, compared with a national achievement rate of 70.1%.

About You

You will be able to deliver structured, high-quality learning to apprentices and employers, using effective coaching, assessment and feedback to support progress from initial assessment through to successful completion.

To apply for this post, you must have:

  • Experience of working with employers to support work-based learning, including agreeing learning plans, reviewing progress and helping learners apply knowledge, skills and behaviours in the workplace.
  • A relevant vocational qualification and recent occupational experience in payroll, leadership and management, or another relevant work-based learning subject area that supports delivery of the apprenticeship programmes listed above.
  • An assessor qualification at Level 3 or above, or willingness to start this within the probationary period. The post holder may be eligible for a funded place on our in-house Assessor Award.
  • Substantial recent occupational experience and current knowledge of sector practice, including payroll legislation, compliance, systems and processes where payroll apprenticeships are delivered.
  • Excellent organisation, record keeping and digital administration skills, with the ability to manage caseloads, track learner progress and meet apprenticeship, awarding organisation and service deadlines.
  • An understanding of quality assurance in apprenticeship or accredited learning, including the ability to support standardisation, contribute to improvement activity and maintain accurate evidence for audit and review.
  • Ability to travel to delivery locations across Leicestershire and, where required by specific apprenticeship standards, further afield.

The following is also desirable:

  • A teaching qualification at level 3 or above. Applicants who do not hold this are encouraged to start this within the probationary period. The post holder may be eligible to take this course in-house with a funded place on our Award in Education and Training.
