Job Responsibilities
  • Lead and manage the Traffic Engineering team, providing project management, engineering design and contract management services for the Council's capital highway programme.
  • Provide confident leadership and effective management to ensure the operational delivery of the service.
  • Lead the delivery of a substantial programme of highway improvements, ensuring projects are delivered safely, to budget and within agreed programmes.
  • Oversee the delivery of highway and traffic engineering schemes throughout their lifecycle, including:
    • Road safety and casualty reduction
    • Safer Roads and Community 20s initiatives
    • Active travel and sustainable transport
    • Public transport improvements
    • Accessibility improvements
    • Congestion reduction
    • Carbon reduction and environmental improvements
    • Innovation and value-for-money initiatives
  • Act as the engineering lead on transport and highway projects, ensuring appropriate technical and engineering standards are maintained.
  • Ensure project designs comply with current Department for Transport guidance, national standards, best practice and Council requirements.
  • Oversee project management, design development, programming, coordination and resource planning.
  • Manage and supervise contractors during construction, ensuring works are delivered in accordance with approved designs, budgets, specifications and NEC or equivalent contract arrangements.
  • Ensure appropriate construction health and safety procedures are followed throughout the project lifecycle, including CDM Regulations 2015 and other relevant legislation.
  • Undertake or oversee Principal Designer responsibilities where required.
  • Ensure effective procurement and contract management in accordance with Council and national procurement requirements.
  • Manage team resources, budgets and financial targets to achieve cost-effective and high-quality project delivery.
  • Monitor programme performance, expenditure, risks, resources and service outcomes.
  • Drive continual improvement through digital delivery tools, lessons learned, client feedback and innovative approaches, including the effective use of AI.
  • Develop and maintain effective project management and engineering design processes.
  • Build and maintain strong, trusted relationships with senior Council officers, Members, operational teams, strategic partners, contractors and external stakeholders.
  • Promote the Traffic Engineering service and its projects across the Council and relevant partnership networks.
  • Support the development of a motivated, skilled and inclusive team through coaching, training, performance management and recruitment.
  • Ensure performance reviews are undertaken and staff have appropriate development and learning opportunities.
  • Contribute to strategic and operational development across the wider service and directorate.
  • Prepare, review and maintain appropriate health and safety policies and ensure they are implemented effectively.
  • Manage competing priorities and respond effectively to changing and unpredictable demands.

Person Specification
Experience
  • Significant experience managing and leading an engineering or technical team.
  • Strong professional experience in highway and traffic engineering design, including traffic management, road safety and/or active travel schemes.
  • Experience leading engineering aspects of transport or highway projects.
  • Proven experience in construction management and supervising contractors.
  • Experience managing projects through design, procurement and construction stages.
  • Experience of project programming, coordination, resource planning and budget management.
  • Experience managing relationships with internal and external stakeholders, including negotiation, influencing and professional challenge.
  • Experience applying construction health and safety requirements, including CDM Regulations 2015.
  • Experience working within a multidisciplinary environment.
Knowledge & Technical Skills
  • Degree in an Engineering discipline.
  • Membership of an appropriate professional body such as ICE, CIHT or IHE.
  • Strong knowledge of current highway and traffic engineering design standards, guidance and best practice.
  • Good understanding of the highway operational environment and the ability to develop practical solutions to operational constraints.
  • Knowledge of current construction health and safety legislation and CDM requirements.
  • Understanding of the duties and responsibilities of the Client and Principal Designer under CDM.
  • Strong understanding of project management processes and construction delivery.
  • Knowledge of sustainable transport and the role engineering can play in improving accessibility, reducing congestion, carbon emissions and environmental impacts.
  • Ability to apply sound engineering judgement when balancing competing technical, operational, financial and stakeholder requirements.
  • Strong financial and resource management skills.
  • Ability to use digital tools and innovative methods to improve project and service delivery.
