Job summary

Staffordshire Parish Councils' Association (SPCA) has commissioned support to create and launch new town councils across Staffordshire. We are seeking an experienced project lead to guide inception through to implementation and assist with recruiting a Clerk/RFO.

Reporting to the SPCA CEO, you will lead governance framework development and recruit the town clerk/RFO, with hybrid working and travel across Staffordshire.

Qualifications

• Experience in local government, town/parish councils or comparable public sector environment.
• Strong knowledge of governance and statutory responsibilities.
• Experience developing policies, standing orders and financial regulations.
• Excellent organisational and project management skills; able to support elected members.

Responsibilities

• Lead practical establishment of the new Stafford Town Council and shadow council arrangements.
• Develop governance frameworks, policies, standing orders, financial regulations and constitutional documents.
• Coordinate banking, insurance, and financial systems; establish operational processes.
• Oversee website/domain/email systems and budgeting/precept planning.
• Organise meetings, prepare agendas and reports; support councillor induction and training.
• Lead recruitment and handover to the town clerk/RFO.
• Provide governance and compliance advice throughout the project.
• Produce regular reports for stakeholders.

Education

CiLCA qualification or equivalent governance qualification
