Job summary

CEMA Ltd. is seeking a Proposal Engineer in the UK to support submission and award of contracts across the country. The role involves reviewing tender documents, pricing, and coordinating with the estimating team to deliver competitive bids.

The successful candidate will interpret drawings, schedules, and procurement docs, and work with production and clients to ensure successful tenders and risk management.

Qualifications

• Experience tendering and submitting proposals in engineering/construction.
• Ability to interpret drawings and specs for Bills of Quantities/Schedules of Rates.
• Ability to read project programs/schedules.
• Strong deadline-driven and client-facing communication.

Responsibilities

• Attend project start-up meetings.
• Liaise with Clients and their Professional representatives.
• Review tender documents assessing scope, risks and complexity.
• Collaborate with the estimating team.
• Produce enquiry schedules for scope and sub-contracted works.
• Price tenders per framework schedules; compare Bottom-up vs Framework Prices.
• Assess insurance, warranties, bonds, penalties.
• Contribute to project risk registers and risk meetings.
• Attend tender price review meetings with Senior Management.
• Make tender amendments based on client feedback.
• Provide tender queries support to project team.
• Prepare information for handover to Production for successful tenders.
