A leading agency requires a Telecommunication Operators Engagement & Delivery Manager for a hybrid role focused on strategic telecommunications capabilities for law enforcement. Candidates must demonstrate expertise in stakeholder management and telecom solutions, ideally with active DV clearance. This contract lasts for 2 years and involves critical responsibilities that contribute to national security efforts.
On behalf of The Home Office, we are looking for a Telecommunication Operators Engagement & Delivery Manager - Inside IR35 for a 2 Year contract based Hybrid - Remote & approx. 1 day p/week in London.
NCDS is accountable for delivering and maintaining centrally provided Communications Data services. Services are continually evolving to ensure we provide operational value and value for money against a backdrop of rapid and constant technical and business change.
To ensure that we fulfil the mandates for NCDS, a new Telecommunication Operators Delivery Team was created in March 2025 to deliver new capabilities while also ensuring Telecommunication Operators run, maintain, and continuously improve access to existing communications data for the operational community. Existing work is continuing in parallel to the creation of this team, and having resources with the niche skillset and knowledge to manage this change is therefore essential.
This commitment is vital for enabling policing, wider law enforcement, public authorities, security, and intelligence agencies to access and effectively utilise communications data to achieve operational outcomes of national significance.
As a Telecommunication Operators Engagement & Delivery Manager, your main responsibilities will be:
* Manage strategic relationships with Telecommunication Operators to support delivery of critical capabilities for law enforcement and intelligence services.
* Foster collaboration across a complex stakeholder environment to ensure successful outcomes and continuous improvement.
* Oversee delivery of secure, resilient, and compliant telecoms capabilities aligned with national priorities and legal frameworks.
* Provide technical and operational assurance of telecoms solutions, ensuring they meet evolving capability needs.
* Lead commercial engagement with Telecommunication Operators, managing contracts and ensuring value and accountability.
* Leverage government and national security experience to navigate regulatory landscapes and deliver impactful technology solutions.
DV Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active DV clearance.
You'll have:
* Demonstrable experience of working with Telecommunication Operators / Law Enforcement or Intelligence Agencies.
* Delivery Management experience.
* Expert stakeholder management skills - both internal & external.
* Knowledge of the Investigatory Powers Act.
* A relevant Project Management qualification - desirable.
