Job summary

Leicestershire County Council’s Engineering Team is seeking a Technician to join the highway maintenance and improvement projects at County Hall, Leicester. You will process Vehicular Access applications, support engineers, and liaise with residents and contractors to ensure on-time, on-budget delivery.

The role offers structured training toward EngTech or IEng status, a permanent full-time contract, and a salary of £28,605–£31,029 per year with pro-rata for part-time.

Qualifications

  • NVQ3 or GCSE (A–C/9–4) or equivalent with commitment to training.
  • Experience in engineering environment or transferable skills with good organisation and customer care.
  • Ability to interpret technical reports, notes and drawings; training on CAD/GIS available.
  • Strong written and verbal communication; proficient with Microsoft 365 and service-specific systems.

Responsibilities

  • Process Vehicular Access applications in line with standards.
  • Support engineers in delivery of highway schemes and maintenance projects.
  • Liaise with customers and stakeholders; provide updates and quick responses.
  • Prepare materials for meetings and meetings/exhibitions; turn investigations into actions.
  • Capture and manage data accurately using digital templates and systems.

An exciting opportunity has arisen for a Technician to join our Engineering Team at Leicestershire County Council, one of the best performing councils in the country. About the Role

The successful applicant will join a motivated and friendly team delivering highway maintenance and improvement projects that make a real difference to local communities. We are committed to achieving best value through innovation and sustainability, including the use of recycled materials and low-carbon construction techniques. Excellent customer service and communication skills are essential, as the role involves working closely with residents, contractors, stakeholders, and colleagues.

The primary focus of the role is processing Vehicular Access applications in line with relevant standards and procedures, while supporting Engineers in the delivery of highway maintenance schemes. You will liaise with customers and stakeholders, provide updates, respond to enquiries, and help ensure projects and applications are delivered on time, within budget, and to a high standard.

As a technician, you will support the design and delivery of highway schemes while developing your skills and knowledge through structured training and mentoring. This is an excellent opportunity to build a career in civil engineering, with support towards academic qualifications and professional registration, including EngTech or IEng status with the Institution of Civil Engineers.

As the nature of the work may involve you carrying out work at different locations to your designated base, a UK driving licence is essential for this role .

About You

To apply for this post, you must be able to evidence in your application how you meet the following criteria:

  • NVQ3 or equivalent in Civil Engineering or other relevant subjects, or GCSE (Grades A–C or 9-4). OR clear, demonstrable evidence of equivalent skills and experience, plus a commitment to gain the essential qualifications. We will support you with structured training, study time and mentoring such as progression towards academic and professional qualifications.

  • Experience in an engineering environment (e.g., highways, civil, construction, utilities, or asset management) is highly valuable - for example, assisting with design support, planning, site coordination, maintenance, or technical/administrative processes. However, we also welcome applicants with transferable skills from other sectors who can demonstrate strong organisational, customer care, problem-solving, and technical abilities.

  • Project/commercial experience delivering to agreed time, quality and cost outcomes. If your strengths lie in organising, communicating and problem-solving, we’ll invest in you to build the commercial/project skills through on-the-job coaching.

  • Experience liaising with customers, colleagues, contractors and stakeholders, preparing materials for meetings/exhibitions, and turning problem investigation into clear actions or recommendations.

  • Strong attention to detail in capturing, storing and retrieving information using digital systems and templates, ensuring data quality and auditability.

  • Ability to interpret and produce clear technical and non-technical reports, notes and drawings, and to read maps, plans and engineering drawings. Training is available on our standards, CAD and GIS tools.

  • Good written and verbal communication, solid organisational skills and the ability to prioritise. Confident IT user (e.g. Microsoft 365) and keen to learn service-specific systems and software.
