Job summary

Hackney Council is seeking a proactive Technical Support Officer for Housing Services to maintain social housing assets and oversee responsive repairs in Hackney. You will inspect properties, specify remedial works, and monitor contractor progress to ensure quality outcomes for residents.

You will coordinate the repairs journey, support the Repairs Call Centre, and help manage budgets while complying with Health & Safety and CDM 2015. Evening attendance may be required.

Qualifications

• Building-related qualification (HND/HNC) or equivalent experience gained in a similar building maintenance role.
• Demonstrated experience working within a diverse community, liaising with tenants, leaseholders, contractors, and internal teams.
• Experience in conducting property inspections, writing defect specifications, and preparing estimates.

Responsibilities

• Surveys & Inspections: Conduct property inspections to identify technical defects, specify repair works, produce estimates, and plan maintenance programmes.
• Contractor & Project Oversight: Monitor work by contractors and the DLO, performing post-inspections to ensure quality, health and safety compliance.
• Resident & Stakeholder Engagement: Serve as a clear, empathetic point of contact for residents. Manage complaints and enquiries from Councillors and the public.
• Service Delivery: Support the Repairs Call Centre on a duty rota basis, coordinate the repairs journey from start to finish.
• Compliance & Administration: Maintain repairs histories, manage process controls and budgets, and adhere to Health & Safety laws and CDM 2015.

Technical Support Officer - Housing Services Employer: Hackney Council Service: Building Maintenance & Estate Environment (Responsive Repairs) PAY: £172.37 A Day PAYE / £232.28 Start: ASAP Location: Hackney E8

About the Role

The London Borough of Hackney is seeking a proactive, resident-focused Technical Support Officer to join our responsive repairs team. In this role, you will help maintain a portfolio of approximately 5,000 social housing units, including estate environs and leaseholder liabilities. You will play a crucial part in investigating defects, specifying remedial works, overseeing contractor progress, and ensuring high-quality, compliant repair outcomes for our residents.

Key Responsibilities

• Surveys & Inspections: Conduct property inspections to identify technical defects (such as dampness), specify repair works, produce accurate estimates, and plan maintenance programmes.
• Contractor & Project Oversight: Monitor work carried out by contractors and the Direct Labour Organisation (DLO), performing post-inspections to ensure quality, health and safety compliance, and minimal disruption to residents.
• Resident & Stakeholder Engagement: Serve as a clear, empathetic point of contact for residents. Manage complaints, answer enquiries from Councillors and the public, and attend Area Panels or public forums.
• Service Delivery: Support the Repairs Call Centre on a duty rota basis, coordinate the "repairs journey" from start to finish, and assist with Section 20 leaseholder consultation processes.
• Compliance & Administration: Maintain repairs histories, manage process controls and budgets, and adhere to Health & Safety legislation, CDM 2015 regulations, and Council policies.

Key Requirements

• Building-related qualification (HND/HNC) or equivalent experience gained in a similar building maintenance role.
• Demonstrated experience working within a diverse community, liaising with tenants, leaseholders, contractors, and internal teams.
• Experience in conducting property inspections, writing defect specifications, and preparing estimates.

Skills & Knowledge

• Deep technical knowledge of construction details and defect pathology across domestic dwellings, including high-rise developments.
• Solid understanding of Health & Safety regulations, including CDM 2015. Knowledge of Disrepair, EPA, Party Wall legislation, or Section 20 consultation is highly desirable.
• Proficiency in applying Schedule of Rates, recording payments, and using spreadsheets/databases.
• Strong communication, negotiation, and presentation skills.
• Flexibility to attend evening meetings when required.
• Desirable: Full UK driving licence and access to a personal vehicle for site visits.
