Job summary

Randstad Construction and Property are recruiting for a Technical Services Manager in Fife on behalf of a leading facilities management provider. This is a full-time, permanent role with a Monday to Friday, 37.5-hour week and flexible start and finish times.

You will lead day-to-day HV/LV electrical maintenance, manage SLAs and KPI performance, and oversee subcontractors, RAMS, and budgets. A strong leadership and healthcare-sector knowledge background is essential.

Qualifications

• 5+ years' post-qualification experience in a hard services management role.
• Strong leadership and client-facing communication skills.
• Proficient with IT and CAFM systems.
• Valid full driving licence and clean Disclosure Scotland vetting.
• Knowledge of healthcare sector operations; SHTM 06-02/03 qualifications.

Responsibilities

• Direct day-to-day HV/LV electrical maintenance and manage SLAs/KPIs.
• Enforce Safe Systems of Work and CDM 2015 standards with risk assessments.
• Oversee external subcontractors and RAMS, and procurement.
• Manage AP and CP duty appointments; maintain registers.
• Lead NHS Fife liaison, budgets, monthly reporting, and On-Call rota.
• Lead site electrical team through line management and procedures.

Job description

Randstad C&P are currently recruiting for a Technical Services Manager in Fife on behalf of a leading FM provider. This a full-time an permanent opportunity.

The Package:

• Competitive salary between £51,000 - £55,000 per annum

Duties:

• Direct day-to‑day HV/LV electrical maintenance and manage contract SLAs/KPIs, using the CAFM system to maintain asset registers and minimise downtime on critical infrastructure.
• Enforce Safe Systems of Work, the Permit to Work scheme, and CDM 2015 regulations while managing statutory risk assessments, audits, and site health and safety standards.
• Oversee external sub‑contractors and supply chain procurement, managing RAMS, purchase orders, performance reviews, and additional lifecycle maintenance works.
• Manage Authorised Person (AP) and Competent Person (CP) duty appointments, ensuring technical registers and team training matrices are fully compliant.
• Act as the lead point of contact for NHS Fife staff and client stakeholders, overseeing contract budgets, monthly reporting, and participating in the On‑Call Manager rota.
• Lead the site electrical team through day‑to‑day line management, handling performance reviews, workforce planning with the Service Desk, and updating local operating procedures.

Requirements:

• HNC/HND in an electrical discipline (or fully qualified electrician) with a minimum of 5 years' post‑qualification experience in a similar hard services management role.
• Proven leadership capabilities, strong commercial/finance awareness, and excellent communication skills to act as a personable, front‑facing client lead.
• Proficient with IT systems and software, including Microsoft Office (Word and Excel) and CAFM management tools.
• Valid full driving licence and clean Disclosure Scotland vetting.
• Knowledge of healthcare sector operations, ideally with SHTM 06-02/03 technical compliance and LV/HV Authorised/Appointed Person qualifications.
• Practical experience in live‑environment project management, as well as working knowledge of confined spaces, fire safety, and lift systems.
