Job summary

Cobalt Recruitment is seeking an experienced Technical Services Manager to lead the technical operations of a prestigious Grade A office building in the City of London.

Reporting to the Senior Building Manager, you will oversee M&E service provision, ensure statutory compliance, manage budgets, and drive energy performance and continuous improvement across the asset.

Qualifications

• Proven experience in a Technical Services Manager or Engineering Manager role within commercial property.
• Strong technical knowledge of mechanical and electrical building services in Grade A environments.
• Experience managing outsourced engineering contractors and service delivery.
• Understanding of statutory compliance, health and safety legislation and building maintenance.
• Experience managing technical budgets, maintenance programmes and building improvement projects.

Responsibilities

• Oversee day-to-day technical operations of a Grade A commercial office building.
• Manage and monitor M&E service providers, ensuring KPIs and contractual obligations.
• Ensure full statutory compliance across building engineering systems and maintain records.
• Oversee planned preventative and reactive maintenance programmes with minimal occupier disruption.
• Collaborate with Senior Building Manager on technical strategies to improve performance and efficiency.
• Manage technical projects, lifecycle works and capital expenditure programmes when required.
• Support budgeting processes and identify opportunities for cost efficiencies.
• Build strong relationships with occupiers, contractors and internal stakeholders.
• Support sustainability initiatives, energy management and continuous improvement.
• Maintain high standards of health, safety and risk management.

An exciting opportunity has arisen for an experienced Technical Services Manager to join a leading UK property brand, taking responsibility for the technical operations of a prestigious Grade A commercial office building in the heart of the City of London.

Working alongside a highly regarded and experienced Senior Building Manager, the successful candidate will play a pivotal role in ensuring the building's mechanical, electrical and associated technical services are managed to the highest standards.

Key Responsibilities

• Oversee the day-to-day technical operations of a prestigious Grade A commercial office building.
• Manage and monitor the performance of M&E service providers, ensuring contractual obligations and KPIs are consistently achieved.
• Ensure full statutory compliance across all building engineering systems, maintaining accurate records and documentation.
• Oversee planned preventative maintenance (PPM) and reactive maintenance programmes, ensuring minimal disruption to occupiers.
• Work closely with the Senior Building Manager to develop and implement technical strategies that enhance building performance and operational efficiency.
• Manage technical projects, lifecycle works and capital expenditure programmes where required.
• Support the preparation and management of engineering budgets, identifying opportunities for cost efficiencies.
• Build strong working relationships with occupiers, contractors and internal stakeholders.
• Support sustainability initiatives, energy management and continuous improvement across the asset.
• Maintain high standards of health, safety and risk management throughout all technical operations.

Candidate Requirements

The successful candidate will ideally demonstrate:

• Proven experience in a Technical Services Manager, Engineering Manager or similar position within commercial property.
• Strong technical knowledge of mechanical and electrical building services, ideally gained within Grade A commercial office environments.
• Experience managing outsourced engineering contractors and technical service delivery.
• A thorough understanding of statutory compliance, health and safety legislation and building maintenance requirements.
• Experience managing technical budgets, maintenance programmes and building improvement projects.
• Strong communication skills with the ability to engage effectively with senior stakeholders and high-profile occupiers.
• A proactive, organised and solutions-focused approach to building operations.
• Relevant technical or engineering qualifications would be advantageous.
