Job summary

Sheffield City Council is seeking a Technical Officer – Carriageways & Footways to manage the city’s highway network, delivering carriageway, footway and drainage services under the Highway Maintenance PFI Contract.

You will provide expert technical advice, lead a team of Engineers and Inspectors, review programmes and lifecycle plans, monitor contractor performance and ensure compliance with legislation, reporting on asset condition and performance.

Qualifications

  • Qualification in Civil or Highway Engineering and CPD evidence.
  • Extensive highway maintenance experience.
  • Experience supervising technical teams.
  • Strong understanding of pavement management systems.
  • Excellent analytical and stakeholder communication skills.

Responsibilities

Technical Officer – Carriageways & Footways (Highways Maintenance)

Are you an experienced highways professional with a passion for highway asset management, maintenance delivery, and technical leadership? We are looking for a Technical Officer – Carriageways & Footways to play a key role in managing and maintaining Sheffield's highway network, ensuring the delivery of high-quality carriageway, footway and drainage services through our Highway Maintenance PFI Contract.

About the Role
  • Provide expert technical advice on carriageway, footway, paved area and drainage maintenance activities.
  • Lead and support a team of Engineers, Technicians and Inspectors.
  • Review maintenance programmes, condition surveys and lifecycle investment plans.
  • Monitor contractor performance and ensure compliance with contractual requirements and legislation.
  • Oversee New Roads and Street Works Act compliance and inspections.
  • Review highway maintenance scheme designs and approve technical variations where appropriate.
  • Analyse asset condition information and pavement modelling data.
  • Support the development of maintenance policies, standards and asset management plans.
  • Work closely with contractors, utility companies, elected Members and local communities.
About You
  • A relevant professional qualification in Civil Engineering, Highway Engineering or a related discipline.
  • Evidence of continuous professional development.
  • Extensive experience in highway maintenance, standards and legislation.
  • Experience supervising and developing technical teams.
  • Strong understanding of pavement management systems and asset performance monitoring.
  • Excellent analytical, communication and stakeholder management skills.
  • The ability to make sound decisions and resolve complex technical issues.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
