About The Project

Transport for London (TfL) has awarded Indra a long‑term contract to operate, develop, enhance and expand ticketing and access control systems across London's transport network through to 2034, with extension options to 2039.

This programme covers the maintenance, operation and evolution of a large-scale, complex ecosystem, including turnstiles, validators, ticket machines, sales terminals, back‑office systems, payment gateways, IT infrastructure and cybersecurity that supports over 8.6 million daily journeys.

Therefore, Indra will become TfL's strategic technology partner to guarantee the operation and evolution of the world's largest and most sophisticated ticketing system. Following a transition period of approximately two years, Indra will serve as the sole provider across the network that includes more than 8,500 buses, nearly 400 Underground stations, around 300 rail stations (Overground, DLR, Elizabeth Line and suburban services), 4,000 Oyster Card outlets, seven customer service centres, and 24 river boat boarding points.

Drawing on over 30 years of experience in urban public transport solutions, Indra will manage and evolve all aspects of the system. The project also envisages, in partnership with TfL, the implementation of new technologies to develop the system, make it more efficient and automate key processes; in short, to jointly create the next generation of the ticketing system for London.

Role Overview

We are looking for an experienced Technical Delivery Manager to take end‑to‑end ownership of complex technology changes supporting Transport for London's revenue collection systems, including Oyster and Contactless.

This role combines technical understanding with strong delivery leadership, ensuring that solutions move successfully from technical definition and design through engineering, integration, testing, implementation and operational handover.

Working across architecture, engineering, testing, suppliers and operational teams, the Technical Delivery Manager will coordinate technical activities, manage dependencies and risks, resolve delivery blockers and ensure that technical changes remain aligned, controlled and deliverable throughout their lifecycle.

This role provides the technical integration leadership needed to connect these disciplines into a single, coordinated project, ensuring successful delivery and a smooth transition into operations.

Key duties include:
  • Own and coordinate the end‑to‑end technical delivery of assigned projects, workstreams and technical changes, from initiation and design through build, integration, testing, deployment and transition into service
  • Develop and maintain the technical delivery plan, identifying key activities, milestones, dependencies, technical deliverables and delivery risks
  • Translate solution designs and technical requirements into clear, executable delivery activities across engineering and operational teams
  • Coordinate technical activities across architecture, engineering, infrastructure, applications, integration, testing, security and service management, ensuring that teams remain aligned to the agreed solution and delivery plan
  • Manage technical dependencies and interfaces between workstreams, systems, suppliers and delivery teams, escalating cross‑programme dependencies where appropriate
  • Work closely with architects and technical specialists to ensure solutions are sufficiently mature and understood before progressing through delivery
  • Drive resolution of technical delivery issues, risks and blockers, bringing together the appropriate technical specialists and stakeholders to agree pragmatic solutions
  • Ensure technical deliverables are produced to the required quality and are reviewed and approved through the appropriate technical and change governance
  • Coordinate technical readiness for key delivery milestones, including build, integration, testing, deployment and operational handover
  • Ensure technical changes are delivered in accordance with contractual requirements, agreed technical standards and governance processes
  • Support submissions and technical evidence required for relevant governance forums, including the Technical Authority and Change Advisory Board (CAB)
  • Ensure appropriate technical documentation, configuration information, engineering artefacts and knowledge are produced and maintained throughout delivery
  • Work with Service Management and operational teams to ensure appropriate operational readiness, supportability and handover into live service
  • Coordinate third‑party and supplier technical activities, ensuring that their deliverables and dependencies are aligned with the overall technical delivery plan
  • Provide clear reporting on technical delivery status, risks, dependencies, decisions and upcoming milestones to programme and technical leadership
  • Contribute to the continuous improvement of technical delivery practices, governance and engineering processes
Requirements
  • Degree in Computer Science, Information Technology, Engineering or a related discipline, or equivalent professional experience
  • Strong experience in technical delivery, technology project delivery, systems integration or engineering delivery within complex technology environments
  • Demonstrable experience taking technical solutions through the full delivery lifecycle, including design, build, integration, testing, deployment and transition into service
  • Strong understanding of software development lifecycles, systems integration and enterprise technology delivery
  • Practical understanding of software development, infrastructure, environments, configuration, build, test, release and deployment processes
  • Experience coordinating delivery across multiple technical disciplines and teams
  • Experience working within multi‑supplier, outsourced or third‑party delivery environments
  • Ability to understand solution architecture and technical designs and translate them into practical delivery plans and activities
  • Strong technical planning skills, with experience managing dependencies, milestones, risks, issues and technical deliverables
  • Experience supporting technical change through structured technical and operational governance processes
  • Experience coordinating technical testing, implementation and operational readiness activities
  • Ability to identify technical delivery risks early, assess their potential impact and coordinate appropriate mitigation
  • Strong problem‑solving skills and the ability to work effectively where technical requirements, dependencies or ownership may initially be unclear
  • Strong stakeholder management and communication skills, with the ability to work effectively with architects, engineers, project managers, suppliers and operational teams
  • Ability to challenge constructively, facilitate technical discussions and drive issues through to resolution
  • Able to communicate complex technical subjects clearly to both technical and non‑technical stakeholders
  • Comfortable working across organisational and supplier boundaries while maintaining focus on overall delivery outcomes
Desirable Experience
  • Experience within transport, mobility, ticketing or revenue collection systems
  • Experience with EMV/contactless payment, Oyster or equivalent fare collection technologies
  • Experience delivering technology within large public‑sector, regulated or business‑critical environments
  • Experience with complex systems integration and third‑party interface testing
  • Exposure to accreditation, cyber security or compliance‑driven delivery, including PCI or equivalent environments

  • Pension - 4% employee and 4% employer
  • Private medical insurance (including dental & optical)
  • Life assurance
  • Income protection
  • Employee assistance programs
  • Flexible/remote working options
  • Charitable initiatives
  • Social events (formal & informal)
  • Learning and development programs
  • Innovative & collaborative work environment
