Requirements

The Technical Consultant should have a development background and experience in the public sector, understanding how technology transforms public services. The role involves expertise in low-code platforms, integration, workflow, automation, data analysis, migrations, and system integrations. The role reports to the Head of IT & Innovation and is responsible for technical delivery.

Delivery
  • Design and build solutions using low-code platforms and related tech.
  • Develop and deliver complex technical work, including integrations with applications and data sources.
  • Provide technical guidance on implementing and configuring low-code platforms for digital services.
  • Advise and train clients and colleagues on platform usage.
  • Maintain technical standards for design, development, testing, and deployment.
  • Support the creation of technical libraries and reusable assets.
  • Design generic components and templates for reuse across solutions.
Education/Qualifications
  • Degree or equivalent experience in IT or related field.
  • Professional qualifications or experience in software, database development, project management, or business analysis.
  • At least 3 years’ PowerApps experience.
  • Experience in application development, data migration, solution architecture, and business analysis.
  • Experience working in agile and waterfall project teams.
  • Supporting change within public sector organizations.
  • Client and stakeholder management experience.
  • Commitment to public service improvement.
  • Experience in software development or data analysis within local government or similar.
  • Experience delivering training on software applications.
  • Understanding of local government sector and key products.
  • Leadership, mentoring, and team support skills.
  • SQL skills (MySQL, SSIS).
  • Data analysis, integration, migration, and database optimization skills.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving skills.
  • Ability to explain technical concepts to non-technical audiences.
  • Training and coaching abilities.
  • Ability to work under pressure, manage risks and issues.
  • Self-motivated with flexibility in work approach.
