Job description

Newcastle City Council is looking to appoint a Technical and Surveying Specialist within Estate Management, with a clear focus on electrical compliance, statutory assurance and oversight of the 5-year Electrical Installation Condition Report programme. The post will provide specialist client-side electrical expertise to help manage compliance across the Council's estate, including operational buildings, commercial property, parks buildings and assets where Newcastle City Council holds statutory responsibility. The role will support effective estate management by strengthening programme control, contractor challenge, remedial action tracking, quality assurance and reporting to senior managers on electrical compliance risks. The successful candidate will lead or support key estate management and electrical compliance tasks, including:

  • Oversight of the 5-year Electrical Installation Condition Report programme.
  • Tracking, validating and escalating electrical remedial actions, including C1, C2 and further investigation items.
  • Providing technical challenge and quality assurance of contractor inspection reports, certification and completed works.
  • Supporting commercial lease transitions and tenant compliance assurance where statutory responsibilities sit with Newcastle City Council.
  • Maintaining accurate compliance data and improving reporting through Civica or future compliance systems.
  • Providing professional electrical advice to support safe, compliant and value-for-money management of the Council's estate.
What we are looking for

We are looking for people with experience of electrical compliance, estate management and client-side technical assurance, including:

  • Electrical compliance across complex operational and commercial property portfolios.
  • Managing EICR programmes, interpreting inspection outcomes and ensuring remedial actions are completed and evidenced.
  • Working with contractors, surveyors, designers, estates colleagues and building managers to resolve compliance risks.
  • Using compliance data to support reporting, escalation, prioritisation and assurance to senior management.
  • Operating in a customer-focused and commercially aware estate management environment.
  • Maintaining professional competence and applying relevant health and safety and electrical safety requirements.

  • Competitive salary, Grade N8 (£40,777 - £45,091) per annum.
