Job summary

4Recruitment Services Ltd is seeking an experienced Strategy Lead for Adults to drive strategic commissioning, transformation, and service improvement across Oxfordshire's adult social care. The role collaborates with senior leaders, commissioners, and system partners to shape plans and identify innovation opportunities.

Hybrid working with one day per week in the office; 37 hours per week. Pay range £27.71–£36.93 per hour (PAYE to Umbrella).

Qualifications

• Experienced strategic professional with strong leadership, stakeholder engagement and analytical skills.
• Ability to develop effective strategies, influence senior decision-makers and deliver improvements across complex public services.

Responsibilities

• Lead the development of strategic plans, policies and service improvement initiatives.
• Drive transformation programmes and identify opportunities for innovation and efficiency.
• Work collaboratively with senior stakeholders across social care, health and voluntary/community sectors.
• Lead responses to government policy changes and regulatory requirements, including CQC/Ofsted preparations.
• Develop reports, strategic recommendations and presentations for senior leadership teams and Cabinet.
• Promote co-production, integrated commissioning and continuous improvement across services.

About the Role

We are seeking an experienced Strategy Lead to drive strategic commissioning, transformation and service improvement across adult social care. Working closely with senior leaders, commissioners, operational teams and system partners, you will help shape strategic plans, identify opportunities for innovation and improve outcomes for people across Oxfordshire.
