Job summary

Lincolnshire County Council is seeking an experienced Strategic Finance Lead (Technical) to head the Technical Finance function within the Financial Services Leadership Team. The role combines strong accounting expertise with people leadership to shape the future of technical finance and corporate governance.

You will manage financial accounting, statutory reporting, treasury interactions and capital accounting, while developing the team and embedding robust governance.

Qualifications

• CIPFA-qualified or equivalent accounting qualification.
• Extensive experience in local government technical finance, financial accounting and statutory reporting.
• Strong leadership and change-management capability.

Responsibilities

• Lead the closure of the Council's accounts and preparation of the Statement of Accounts.
• Maintain strong relationships with external audit and other key stakeholders.
• Provide expert advice on local authority accounting, financial governance and technical finance issues.
• Support treasury management, capital accounting and other specialist technical activities.
• Lead and develop a sizeable professional finance team.
• Strengthen organisational resilience and reduce reliance on specialist knowledge.
• Improve consistency, governance and control across technical accounting activities.
• Contribute as an active member of a high-performing Finance Leadership Team.
