Qualifications

• Experience leading large-scale technology programmes (100+ FTE, multi-year).
• Proven success in public sector bids and framework submissions.
• Strong understanding of UK public procurement standards.
• Experience managing multi-million pound budgets.
• Expertise in cloud platforms and secure cloud architectures.
• Strong English communication, both written and verbal.

Responsibilities

• Lead complex multi-stream technology programmes from initiation to delivery, aligned with GDS standards.
• Drive bids, RFIs, RFPs and framework submissions; contribute to proposals and client presentations.
• Ensure compliance with CCS, G-Cloud and DOS procurement frameworks.
• Oversee cloud transformation programmes (Azure/AWS) for secure, scalable solutions.
• Build trusted relationships with senior officials and executive stakeholders.
• Manage programme budgets exceeding £10 million, including governance and vendor oversight.
• Recruit and mentor multidisciplinary teams across engineering, architecture, QA, DevOps and Agile delivery.
• Identify risks and ensure compliance with government security requirements.
• Drive governance improvements for delivery quality and client satisfaction.
