Job summary

EPAM Systems, Inc. in London seeks a Programme Delivery Director – Technology (Public Sector) to lead large-scale digital transformation programmes across the UK public sector.

You will be responsible for programme outcomes, client relationships and building high-performing teams. You will shape technology strategies, contribute to bids, and deliver secure scalable solutions that create public value, while ensuring governance and procurement compliance.

Qualifications

  • Bachelor’s degree in Computer Science, Software Engineering, Information Technology or related discipline.
  • Experience leading large-scale technology programmes (100+ FTE, multi-year) within consulting, systems integration or the public sector.
  • Proven track record in high-value public sector bids and framework submissions.
  • Strong knowledge of cloud platforms (Azure and/or AWS) and delivery of large-scale cloud transformation programmes.
  • Experience with modern software delivery practices including CI/CD and DevSecOps.
  • Experience delivering secure cloud architectures and API-based integrations.

Responsibilities

  • Lead complex multi-stream technology programmes from initiation through delivery, aligning with government standards.
  • Drive delivery aspects of major bids and framework submissions to support winning proposals.
  • Ensure compliance with UK public sector procurement frameworks (CCS, G-Cloud, DOS).
  • Oversee cloud transformation programmes (Azure/AWS) delivering secure, compliant solutions.
  • Build trusted relationships with senior officials and internal leadership teams.
  • Manage programme budgets and governance for 10m+ budgets and vendor oversight.
  • Recruit, mentor and develop multidisciplinary delivery teams.
  • Identify and mitigate programme risks and security requirements.
  • Drive governance improvements and client satisfaction.

We’re looking for a Programme Delivery Director – Technology (Public Sector) to join our team in London, UK in an office and client site working mode. In this role, you will lead the delivery of large-scale digital transformation programmes across the UK public sector. You will be accountable for programme outcomes, client relationships and successful delivery, while building and leading high-performing multidisciplinary teams.You will combine strategic leadership, strong technical understanding and commercial awareness.
