Job summary

Hampshire County Council is seeking a Strategic Manager for SEND Commissioning & Assurance to shape high-quality education provision for children and young people with SEND across Hampshire. You will lead cross-organisation collaboration, ensure value-for-money contracts, and drive continuous improvement to deliver the right support at the right time.

Qualifications

• Experience leading strategic and operational commissioning in a complex / evolving environment.
• Strong understanding of SEND landscape including INMSS, Independent Schools and Alternative Provision.
• Proven ability to develop and deliver commissioning strategies that improve outcomes.

Responsibilities

• Lead end-to-end commissioning, contract management and QA of independent and alternative SEND provision.
• Develop commissioning strategies to strengthen local provision and sufficiency.
• Collaborate with providers, procurement, finance, legal and multi-agency partners to deliver commissioning solutions.
• Drive market development, supplier engagement and value for Hampshire CC.
• Provide strategic oversight of provider performance, contracts and governance.
• Lead strategic projects and support a high-performing team.
