Job summary

Halton Borough Council is seeking an experienced Recruitment & Resourcing Service Manager to lead the Council’s recruitment and workforce resourcing strategy across the Council and schools. You will drive data-informed decisions, cost-effective staffing and operational excellence.

You will work with senior leaders, manage agency and contingent workers, and provide strategic advice on restructures, redeployments and workforce change with a strong emphasis on regulatory compliance and value for

Qualifications

• Significant experience in recruitment, resourcing, organisational change or workforce transformation.
• Proven experience leading, coaching and developing teams.
• Strong knowledge of employment legislation, ACAS Codes of Practice and relevant case law.
• Practical experience of restructures and workforce change programmes.
• Experience managing agency and contingent workforce arrangements.
• Strong project and change management skills.
• Experience of budget management, service planning and contract/SLA management.
• Excellent communication, influencing and stakeholder management skills.

Responsibilities

• Lead and develop the Recruitment & Resourcing Team across the Council and schools.
• Shape workforce planning and organisational change to reflect priorities.
• Provide strategic advice on redeployment, restructures and workforce change.
• Ensure legal compliance and best practice in recruitment and resourcing.
• Drive continuous improvement, performance data usage and savings from agency staff.
