Job summary

Target Group in Cardiff is seeking a Programme Manager to lead the delivery of client change, working directly with clients to understand their priorities and ensuring resources align to deliver to their needs.

The role is based in Cardiff with a hybrid arrangement and will involve leading PMs, managing budgets, and delivering complex programmes in line with our frameworks. Excellent communication, stakeholder management and a track record of delivery excellence are essential.

Qualifications

• Proven experience leading change delivery in a client-facing role
• Strong financial services experience
• A PM qualification (APM, Prince2, or equivalent)
• Experience leading PMs and managing portfolios
• Experience with Waterfall, Agile and Hybrid approaches

Responsibilities

• Be trusted by our clients as a delivery partner who gets things done – and gets them done well
• Nurture relationships with our clients, understanding their strategy and priorities
• Translate client needs into clear, well-structured delivery roadmaps
• Ensure projects are scoped, planned and delivered to agreed milestones and outcomes
• Apply strong commercial and financial awareness to all programme decisions
• Manage budgets, forecasting and financial controls with discipline
• Support pricing, bids and commercial conversations with clients
• Lead, develop and support Project Managers, ensuring they’re equipped, motivated and set up for success
• Inspire and energise the wider change and technology community, fostering collaboration, agility and a shared commitment to delivery excellence
• Deliver programmes in line with Target’s frameworks, ensuring control, compliance and quality
• Report progress clearly, escalates risks early and embed lessons learned
• Champion continuous improvement, lean delivery and high performance
