Job Description:

The Role

NHS Lanarkshire's Procurement service is responsible for delivering contracts in accordance with Public Procurement legislation, meeting the needs of the health board across all spend categories including corporate services, social/health services, estates, laboratories, medical and surgical categories. The service manages the implementation of NHS Scotland (NHSS) National Procurement frameworks, working with stakeholders locally and nationally to achieve maximum benefit for the health board and NHSS.

The Strategic Procurement Officer will manage an agreed work plan of procurements and contract implementations, providing progress reports on strategies and plans at relevant forums. The role involves identifying savings opportunities, engaging with stakeholders to understand requirements, and ensuring appropriate clinical and technical advice is sought. Process redesign areas are also to be identified for relevant stakeholders.

Professional procurement expertise and understanding of supply markets are fundamental to successful outcomes. Once contracts are in place, they are managed to ensure performance meets criteria through negotiation, ongoing customer interface, and supplier relationship management.

Strategic Procurement

The post holder will influence procurement policy within Lanarkshire, fostering best practices, key supplier relationships, and realizing cost savings and quality improvements.

Operational Procurement

The procurement team will implement improved contracts and processes as part of a continuous improvement program to support frontline services.

Requirements

  • Degree or equivalent qualification (e.g., MCIPS or SVQ4), with continual education and training.
  • Project management, negotiation skills, and proficiency in IT systems.
  • Knowledge of VAT principles and Public Procurement Legislation.
  • At least five years of purchasing and/or contract experience.
  • Experience in procurement and supply chain management, with clinical product knowledge.
  • Market knowledge of suppliers and products.
  • Analytical, communication, negotiation, and organizational skills.

Preferred

  • CIPS Level 5 or higher qualification.
  • Experience in procurement of medical/surgical equipment or laboratory consumables.
  • Knowledge of relevant procurement legislation and methodologies.
  • Advanced Excel skills and ability to interpret complex data.
  • Full UK/EU/EEA driving license and ability to travel across NHS Lanarkshire.

Contract Details

Permanent, full-time (37 hours/week), working pattern Mon-Fri, 9:00-17:00.

Location and Working Pattern

Based at NHSL Headquarters, Kirklands Hospital, Bothwell, G71 8BB. Remote/hybrid working options available with at least 2 days in the office per week.
