Job summary

GMCA in Manchester is seeking a Strategic Programme Manager within the Education, Work & Skills Directorate’s Performance & Contracts Team. You will oversee a portfolio of contracts and grants and shape direction, planning and governance across programmes.

The role requires leading contract management, ensuring robust performance oversight, and championing best practices throughout the commissioning cycle. Hybrid working arrangements apply, with office and remote work as appropriate.

Greater Manchester Combined Authority has an exciting opportunity for a Strategic Programme Manager within the Education, Work & Skills Directorate’s Performance & Contracts Team.

The Directorate plays a central role in supporting Greater Manchester’s ambitions for inclusive growth, connecting residents to learning, skills and employment opportunities, and maximising the impact of devolved funding and responsibilities. As devolution continues to shape how Greater Manchester designs, commissions and delivers services locally and with further devolution expected to bring new opportunities, responsibilities and flexibilities this role will help ensure the Directorate is well placed to respond to future funding and delivery changes. This includes supporting strong contract management, robust performance oversight and effective assurance across its programmes.

The role will have oversight of a portfolio of contracts and grants and will also take on a strategic role in leading direction-setting for the team, pipeline planning, feeding into corporate structures and frameworks, and sharing and adopting best practice. The postholder will also act as Contract Management Champion for the directorate and play a pivotal role in ensuring contract management is considered throughout all stages of the commissioning cycle.
