Job summary

Network Rail leads the NPR programme and seeks a Programme Development Manager based in York. You will sponsor development stages, shape project benefits, and liaise with the client, region, delivery partners and key stakeholders to drive value across the Leeds to York corridors.

You will combine strategic thinking with practical delivery, guiding complex work packages, and upholding governance to meet time, cost and scope targets in a demanding rail environment.

Qualifications

• Qualified to degree level or equivalent.
• Experience of dealing with client portfolios and liaising with people at all levels.
• Ability to articulate complex business problems into manageable work packages and produce synthesised logical solutions.
• Proven ability to write coherently; conveying report/investment information clearly.

Responsibilities

• Build effective relationships with funders, Network Rail and stakeholders.
• Review client remits, define scope, optimize funder requirements and lifecycle costs.
• Convert remit into an agreed specification and develop initial project plan and budget.
• Produce investment papers and board papers for projects.
• Lead risk quantification and mitigation actions; manage progress against milestones.
• Negotiate commercial terms and interface requirements to maximise scheme value.
• Ensure compliance with CDM and governance frameworks.
