Job summary

Network Rail in the North West England region seeks a Programme Development Manager to drive Capacity Analysis for NPR. You will engage clients, sponsors and delivery partners to shape the project, develop benefits and manage scope, time and cost.

You will work with diverse stakeholders, lead the project lifecycle, and ensure governance compliance while balancing strategic aims with practical delivery.

Qualifications

• Qualified to degree level or equivalent
• Experience of dealing with client portfolios and liaising with people at all levels
• Ability to articulate complex business problems into manageable work packages

Responsibilities

• Build effective relationships with funders, Network Rail and industry
• Review client remits to confirm viability and establish scope
• Be accountable for project plan, budget, milestones and risk management
• Lead negotiations on commercial terms and external scheme interfaces
