Job summary

Baltimore Consulting is recruiting for a Local Plans Manager on an interim contract to lead statutory and non-statutory planning policy work in the North West UK. You will oversee a policy team, shape local development frameworks and represent the organisation at inquiries and hearings.

Reporting to the Group Leader for Plans, Policies and Place Making, the role combines strategic leadership with stakeholder engagement, policy delivery and programme management in a fast-paced environment.

Qualifications

• Experience in Planning Policy, Local Plans or Strategic Planning in local authorities.
• Proven track record delivering statutory planning documents and policy projects.
• Experience leading, mentoring and developing planning teams.
• Strong ability to influence elected members, partners and external agencies.

Responsibilities

• Lead preparation, review and delivery of statutory and non-statutory planning policy documents.
• Manage and develop a high-performing planning policy team with leadership and mentoring.
• Oversee complex planning policy issues and ensure policy implementation.
• Act as lead advisor on planning applications, pre-application enquiries and major development initiatives.
• Represent the organisation at public inquiries, examinations and hearings, presenting evidence.
