Southampton City Council is seeking an experienced organisational development and workforce planning professional to join Housing as Team Manager – Operating Structure and Capability Building. This role is central to transforming Housing’s operating model and aligning workforce planning, recruitment and capability development with priorities, affordability and residents’ needs.

You will work with senior leaders, HR and Finance to steward the operating structure, identify capacity gaps and advise

Competenze

• Experience in large, complex service organisations and understanding of how organisational structures affect service performance.
• Ability to work with senior leaders to clarify roles, interfaces and organisational arrangements across complex services.
• Strong analytical capability to connect organisational design, service demand, workforce capacity and affordability.
• Ability to work with HR and Finance to ensure workforce decisions align with policies and financial constraints.
• Credibility with operational leaders and ability to influence decisions across a large, diverse service.
• Experience coordinating workforce planning, organisational change, recruitment or learning programmes.
• Desirable development or practical experience in organisational design, change, leadership, and learning and development.

• Maintain an accurate view of Housing’s approved and emerging operating structure, including roles, vacancies and affordability.
• Support workforce planning and recruitment decisions aligned with operational priorities and budgets.
• Design and oversee practical workforce policies, including interim staffing, vacancy management and backfill or internal transfer arrangements.
• Work with HR and Finance to ensure lawful, fair and affordable workforce decisions.
• Develop and coordinate capability plans connecting service needs, regulatory requirements and career pathways to learning and development.
• Oversee training and development interventions and evaluate impact on capability and practice.
• Clarify roles and interfaces where organisational design is unclear and refine the operating model accordingly.
• Use implementation learning, workforce data and performance to advise on structural risks and future options.
