Job summary

GMCA is seeking a Strategic Estates Programme Lead to drive delivery of Greater Manchester-wide estates strategies across multiple partners, with regular travel to GM sites.

The role demands exceptional experience in property and estates, the ability to convert strategy into measurable outcomes, and strong stakeholder influence. This permanent role offers 36.25 hours per week with a salary of £44,075–£48,226.

Qualifications

• Proven experience delivering complex, multi-partner programmes.
• Translate strategy into deliverable programmes with clear milestones.
• Strong commercial acumen and supplier management to handle budgets and contracts.
• Experience across organisations and governance to enable cross‑sector delivery.
• Hold a property qualification or membership (RICS or equivalents) is highly recommended.

Responsibilities

• Lead delivery of Greater Manchester-wide estates strategies across partners.
• Translate high-level ambitions into structured, deliverable programmes.
• Align investment, priorities and delivery plans to maximise impact.
• Build and manage a robust pipeline of place-based opportunities.
• Operate across local authorities, NHS organisations and wider partners.
