Job summary

The Financial Conduct Authority is seeking a Strategic Assessment Intelligence Analyst (FTC until 31/03/28) in its Enforcement Intelligence and Specialist Services team. The role focuses on strategic analysis of financial crime threats to support FCA senior decision-making across enforcement functions.

You will develop and deliver strategic assessments tailored for internal stakeholders and external partners, ensuring robust, evidence-based conclusions and clear communication.

Qualifications

  • Minimum of SC clearance is required - DV clearance (or willingness to undertake DV clearance) is advantageous.
  • Experience analysing complex intelligence from diverse sources to draw sound conclusions with clear communication.
  • Proven ability to manage internal/external stakeholder relationships.

Responsibilities

Sitting within the Enforcement & Market Oversight Division, the Enforcement Intelligence and Specialist Services (EISS) Directorate provides strategic knowledge, intelligence capabilities, and operational support across enforcement functions, improving the FCA’s ability to detect harm, deliver effective investigations, and uphold market integrity. The FCA has recently built a strategic analysis function within the Specialist Intelligence Department (SID) to understand, support and progress the FCA’s operational objectives. The FCA strategy between 2025-2030 commits to 4 key objectives, one of which is preventing Financial Crime, and this function within the Partner & Insights team is central to achieving this objective The strategic assessment team provides a unique insight into the financial crime threats the FCA and our regulated populations are exposed to, offering all-source analysis to better understand new threats and emerging issues and offer robust recommendations to internal stakeholders to better mitigate the threat of harm.

Role responsibilities
  • Conducting strategic analysis of internal and external threats, including scanning, across the financial crime landscape to support informed decision-making for FCA seniors.
  • Contextualising and summarising a wide range of intelligence sources to inform analysis.
  • Identifying emerging threats, risks and vulnerabilities through comprehensive analysis to guide strategic and tactical prioritisation.
  • Developing and delivering strategic assessments and intelligence reports tailored to internal stakeholder requirements, as well as adapting such assessments for external partner awareness.
  • Generating and gathering all-source intelligence to detect and understand financial crime threats such as money laundering, fraud, AI, digital assets, technological advancements and sanctions evasion affecting the UK financial services sector.
  • Creating high-quality analytical products tailored to diverse audiences, using appropriate formats and presentation styles to communicate insights effectively.
  • Collaborating with internal stakeholders and external partners to enhance threat understanding, share methodologies and review analytical outputs.
  • Building and maintaining regular proactive relationships with the analytical community, including identifying opportunities to collaborate on multi-agency threat assessments that have wider impacts on multiple sectors, the UK and worldwide.
Skills required Minimum:
  • Minimum of SC clearance is required - DV clearance (or a willingness to undertake DV clearance) is advantageous.
  • Prior experience, and demonstrable ability to analyse complex intelligence and data from diverse sources to draw sound, evidence-based conclusions with clear and effective communication of findings both verbally and in writing - experience to include producing strategic intelligence assessments.
  • Demonstrated experience in effectively managing internal stakeholder and external partner relationships.
Skills required Essential:
  • Effective written and verbal communication skills, including proficiency in Microsoft packages.
  • Demonstrable understanding of the digital assets sector and the relevant economic crime threats, including how harm can be mitigated.
  • Skilled in delivering analytical insights across grades.
  • Experience of working collaboratively in cross-functional teams to deliver intelligence-led projects to progress customer needs.
  • Well-versed in the financial services sector and/or UK Economic Crime landscape including current national priorities.
  • Demonstrable application of National Intelligence Model principles and relevant intelligence and information sharing frameworks.
  • Solid understanding of UK Government, Law Enforcement, Regulatory and private sector structures, functions and role.
  • Understanding and application of the PHIA Common Analytical Standards.
