Job summary

UK & Ireland 2028 Limited is seeking a senior project manager to lead end-to-end delivery of a flagship Community Programme project across the UK and Ireland. You will manage on-ground delivery with specialist agencies and tournament stakeholders to ensure on-time, on-budget delivery and social impact outcomes.

Based at Wembley Stadium with travel across the UK & Ireland as required, you will oversee planning, agency relationships, risks, compliance, and reporting to senior stakeholders,

Job description

The role will lead the end-to-end project management of one of the EURO 2028 Community Programme's flagship projects which will be delivered across the UK and Ireland. The role will hold accountability for the successful delivery of the project and enabling specialist agencies and tournament stakeholders to execute on the ground. The project is a key element of the tournament Community Programme which aims to build belonging, togetherness, and community cohesion. The role will direct the agency relationship and manage internal and external stakeholders to ensure the project and its associated events are delivered on time, on budget, and meeting the desired social impact outcomes. • Own the end-to-end project plan across all five involved nations including supporting the project design in conjunction with national and local stakeholders, managing the schedule, milestones, budget, risks and issues, critical path, dependencies and go/no-go decision points.
• Support development of delivery plans and ensure these are logged appropriately for both stakeholder and community access as required
• Support Communications workstream around campaigns and activations to launch the project and amplify its impact across digital channels throughout project delivery
• Monitor delivery against plan, identifying slippage early and taking corrective action or escalating where the risk cannot be absorbed.
• Ensure compliance with legal, health and safety, accessibility and insurance requirements
• Report on programme status, budget, risk and performance to senior stakeholders at agreed intervals.
• Define and track event success measures (attendance, engagement, satisfaction, etc) and report results to deliver live KPIs and to provide information to evaluation for full post-project report.

Agency and supplier management

• Act as the client lead for the appointed event agency(ies), setting expectations, agreeing ways of working and holding them to the terms of the contract. Manage agency performance through regular reviews, addressing underperformance promptly and formally where necessary.
• Approve agency deliverables, timelines and change requests, ensuring any scope change is documented and costed before it proceeds.
• Work with UK&I 2028 procurement team to develop procurement activity, including briefs, tenders and supplier selection where required.
• Challenge and validate agency costs, ensuring value for money and that expenditure is properly authorised.

Stakeholder management

• Act as the single point of contact between stakeholders and the delivery agency
• Build and maintain effective working relationships with stakeholders across internal functions e.g. comms, operations, and external partners - keeping stakeholders informed through regular, proportionate updates, and manage upwards where decisions or escalation are needed., Based At Wembley Stadium, with travel across the UK & Ireland as required.

2027: 3-4 days/week onsite 2028: Full-time onsite during tournament delivery

Requirements

• Complex programme or project delivery experience. Including leading multi-workstream projects or programmes from planning through to delivery and evaluation.
• Community-facing or public programme delivery experience. Delivering initiatives designed for public, community or participant engagement rather than solely internal or corporate audiences.
• Experience coordinating activity across multiple locations, regions, venues or delivery partners.
• Third-party delivery management expertise. Proven experience achieving outcomes through agencies, contractors, suppliers or external delivery partners.
• Stakeholder leadership. Can demonstrate experience bringing together multiple organisations or stakeholder groups with differing priorities and securing decisions or action without direct authority.
• Social impact understanding and practical understanding of how community programmes can create social outcomes and how those outcomes can be built into programme design and delivery.
• Strong communication and judgement -including ability to brief delivery partners, report confidently to senior stakeholders and make sound decisions in a fast-moving environment.
