Job summary

UK & Ireland 2028 Limited is seeking a Social Impact Manager to lead the end-to-end project management for a flagship EURO 2028 Community Programme across the UK and Ireland. You will coordinate with national and local stakeholders, agencies and tournament partners to ensure social outcomes are delivered on time and within budget.

Based at Wembley Stadium with travel across the UK & Ireland, the role is fixed-term from February 2027 to Summer 2028 and requires strong programme leadership,

Social Impact Manager

Location: Wembley Stadium, London (with travel across the UK & Ireland)

Contract: Fixed-term |February 2027– Summer 2028

About UK & Ireland 2028 Limited

UK & Ireland 2028 Limited is the local organising committee responsible for delivering UEFA EURO 2028 across the UK & Ireland. We work on behalf of the five Football Associations and in partnership with governments, host cities, stadiums and delivery partners to plan and deliver the tournament safely, inclusively and to world-class standards.

About UEFA EURO 2028

UEFA EURO is one of the world’s largest sporting events. In 2028, it will be hosted across multiple cities in the UK & Ireland, requiring large-scale coordination across transport, infrastructure, stadiums and public services. UEFA owns the tournament and sets requirements; UK & Ireland 2028 Limited is responsible for delivering it locally.

The Role

The role will lead the end-to-end project management of one of the EURO 2028 Community Programme’s flagship projects which will be delivered across the UK and Ireland. The role will hold accountability for the successful delivery of the project and enabling specialist agencies and tournament stakeholders to execute on the ground.

The project is a key element of the tournament Community Programme which aims to build belonging, togetherness, and community cohesion. The role will direct the agency relationship and manage internal and external stakeholders to ensure the project and its associated events are delivered on time, on budget, and meeting the desired social impact outcomes.

What you’ll be doing
Project planning and delivery
  • Own the end-to-end project plan across all five involved nations including supporting the project design in conjunction with national and local stakeholders, managing the schedule, milestones, budget, risks and issues, critical path, dependencies and go/no-go decision points.
  • Support development of delivery plans and ensure these are logged appropriately for both stakeholder and community access as required.
  • Support Communications workstream around campaigns and activations to launch the project and amplify its impact across digital channels throughout project delivery.
Agency and supplier management
  • Act as the client lead for the appointed event agency(ies), setting expectations, agreeing ways of working and holding them to the terms of the contract. Manage agency performance through regular reviews, addressing underperformance promptly and formally where necessary.
  • Approve agency deliverables, timelines and change requests, ensuring any scope change is documented and costed before it proceeds.
  • Work with UK&I 2028 procurement team to develop procurement activity, including briefs, tenders and supplier selection where required.
Stakeholder management
  • Act as the single point of contact between stakeholders and the delivery agency
  • Build and maintain effective working relationships with stakeholders across internal functions e.g. comms, operations, and external partners - keeping stakeholders informed through regular, proportionate updates, and manage upwards where decisions or escalation are needed.
Essential experience and skills:
  • Complex programme or project deliveryexperience. Including leading multi-workstream projects or programmes from planning through to delivery and evaluation.
  • Community-facing or public programme deliveryexperience. Delivering initiatives designed for public, community or participant engagement rather than solely internal or corporate audiences.
  • Experience coordinating activity across multiple locations, regions, venues or delivery partners.
  • Proven experience achieving outcomes through agencies, contractors, suppliers or external delivery partners.
  • Stakeholder leadership. Can demonstrate experience bringing together multiple organisations or stakeholder groups with differing priorities and securing decisions or action without direct authority.
