Job summary

HMS is seeking a Small Works Estimator to join our Commercial Team in the UK. You will prepare accurate estimates for bespoke small works outside standard schedules, manage tender submissions, and support commercial risk management across maintenance and planned works.

Providing strong cost control and value engineering, you will collaborate with Contracts Managers, budget holders and suppliers to secure profitable contracts while ensuring compliance with JCT/NEC.

Qualifications

  • Educated to post-graduate level or above in Construction, Estimating, Quantity Surveying or a related discipline, with significant experience in a commercial Estimating or Quantity Surveying role.
  • Strong knowledge of construction, maintenance and refurbishment works, including contractual requirements such as JCT and NEC contracts.
  • Demonstrable commercial awareness and financial management experience, with the ability to prepare accurate estimates, evaluate risk and manage multiple tenders and deadlines.
  • Experience producing tender submissions, coordinating supplier and subcontractor pricing, and supporting successful project outcomes.
  • Strong IT skills and experience using computerised estimating and business systems.
  • Excellent communication, negotiation and stakeholder management skills, with the ability to build positive working relationships and present information confidently.
  • Ability to manage a high volume of work, prioritise effectively and maintain a high level of accuracy and attention to detail.
  • A proactive, adaptable and solutions-focused approach, with a commitment to continuous improvement and business growth.
  • Full UK driving licence and ability to travel independently across operational areas.

Responsibilities

  • Reviewing tender opportunities, assessing scope, specifications, timescales and contractual requirements to produce accurate and competitive estimates.
  • Collaborating with Commercial Teams, Contracts Managers and budget holders to develop bids, identify resources and evaluate commercial risks and opportunities.
  • Preparing tender documentation, including preliminaries assessments, prime cost estimates, bid summaries and contract handover information.
  • Coordinating and evaluating subcontractor and supplier quotations to ensure accurate pricing and best value.
  • Supporting tender adjudication processes and presenting bids for review and approval prior to submission.
  • Negotiating with contractors, suppliers and subcontractors to achieve the best outcomes in relation to quality, cost, compliance and customer requirements.
  • Monitoring and reporting on tender performance, including success rates and profitability.
  • Building strong relationships with clients, colleagues, suppliers and other stakeholders to support effective collaboration and contract delivery.
  • Supporting continuous improvement, supply chain development and business growth initiatives across the organisation.
  • Managing multiple estimates simultaneously while ensuring compliance with company policies, procedures and relevant legislation.

Job description

We're looking for a Small Works Estimator to join our Commercial Team, providing the estimating function for bespoke small works associated with HMS' core business activities. This is an excellent opportunity for an experienced estimating professional to play a key role in supporting the commercial success of our construction, maintenance and planned works programmes.

Working closely with the Commercial Team, Contracts Managers and key stakeholders, you'll be responsible for preparing accurate and competitive estimates for projects that fall outside the National Schedule of Rates. Interview Process:
