Job summary

Rotherham Council in South Yorkshire is seeking an experienced Service Manager to lead the Children with Disability Teams within Children’s Social Care. You will provide strategic leadership, oversight and champion high-quality, restorative practice for children with disabilities and their families.

You will collaborate with health, education and voluntary partners to improve outcomes, ensure safeguarding, monitor budgets and report to elected members.

Qualifications

• Qualified Social Worker with current registration with Social Work England.
• Significant experience in children's social care, including work with children with a disability.
• Strong leadership and management skills to inspire teams.
• Excellent knowledge of legislation, safeguarding and best practice.

Responsibilities

• Lead and manage Children with Disability social work teams (Early Help and Social Care), ensuring compliance with statutory requirements and local policies.
• Chair Rotherham's Short Break panel and Social Care lead for the Short Break service.
• Fulfil responsibilities linked to the Designated Social Care Officer role, ensuring robust safeguarding arrangements.
• Manage budgets and resources to ensure efficient use and reporting to stakeholders.
• Work with health, education and voluntary partners to provide integrated support.
• Drive continuous improvement and innovation in service delivery.

We are seeking an experienced and passionate Service Manager to lead our Children with Disability Teams within Children's Social Care in Rotherham. This is a pivotal role where you will drive high-quality services that make a real difference to the lives of children and young people with disabilities and their families.

As Service Manager and the Designated Social Care Officer, you will provide strategic leadership and operational oversight, ensuring that our teams deliver safe, effective, support. You will champion best practice, promote inclusion, and work collaboratively with partners to achieve positive outcomes.

We are looking for a Service Manager who is committed to high quality and restorative practice. We are looking for an effective leader who can guide the teams and focus upon service delivery and development.

The Service Manager for the Children with Disability teams will:

• Lead and manage Children with Disability social work teams (Early Help and Social Care), ensuring compliance with statutory requirements and local policies.
• Chair Rotherham's Short Break panel and Social Care lead for Rotherham's Short Break service.
• Fulfil responsibilities linked to the Designated Social Care Officer role, ensuring robust safeguarding arrangements and compliance with local and national guidance.
• Manage the Autism Information and Advice Service.
• Implementation of Rotherham's SEND action plan.
• Drive continuous improvement and innovation in service delivery.
• Support and develop team managers and practitioners through effective supervision and performance management.
• Work closely with health, education, and voluntary sector partners to provide integrated support for children and families.
• Monitor budgets and resources to ensure efficient and effective use.
• Contribute to strategic planning and service development across Children's Social Care.
• Provide written reports, briefings and presentations to a wide range of stakeholders including elected members.
• Ensure the service complies with all standards and legislative requirements and are focussed on delivering successful outcomes for all children and young people.
• Foster a commitment to continuous growth and development for the staff teams.
• Work systemically with a range of agencies and both internal and external partners to ensure a joined-up service centred for children with SEND.

About you

• Qualified Social Worker with current registration with Social Work England.
• Significant experience in children's social care, including work with children with a disability.
• Strong leadership and management skills, with the ability to inspire and motivate teams.
• Excellent knowledge of legislation, safeguarding, and best practice in children's services.
