Job Description
Key Responsibilities and Functions

Statutory Planning

Work both independently and as part of a team to achieve timely and appropriate outcomes on highly complex planning projects, policy, and strategy development.

Exercise professional judgement within agreed standards and actively contribute to the pursuit of effective and timely service delivery.

Manage projects to deliver highly complex, multi-disciplinary outcomes within agreed parameters relating to scope, output, timeline, and budget.

Prepare and deliver public consultation programs regarding planning matters.

Represent Council at VCAT and relevant Courts and jurisdictions in relation to planning matters.

Provide high-quality, timely, and accurate planning advice to the community, stakeholders, staff, and Council.

Responsible for the initiation and processing of applications for permits, including preparation of assessment reports, correspondence, referrals, to initiate and prepare permits and notices in accordance with regulations.

Consideration and preparation of permits and refusals under delegation in accordance with Council policy.

Evaluate and prepare reports on planning applications and planning appeals involving land use and development of the municipality.

Liaise across various disciplines within the Council.

Ensure development applications are assessed efficiently, effectively, and timely, in accordance with Council policies.

Assist with the implementation and ongoing effectiveness of the Council's Planning Scheme to promote sustainable development.

Make recommendations on land use matters, including developing new methods and techniques as appropriate.

Provide accurate and timely advice to applicants, the public, developers, and organizations on land use and development issues via various communication channels.

Carry out site inspections, collect evidence, and enforce planning permit conditions and provisions of the Planning Scheme.

Coordinate, prepare, and review subdivision plans for Council approval.

Research and prepare reports, presentations, and verbal advice to inform Council strategies and policies on land use and development.

Attend Council meetings as directed by the Manager or Coordinator Planning.

Strategic Planning

Process complex planning scheme amendments to support growth and implement adopted plans.

Represent Council at Planning Panels and relevant forums regarding Planning Scheme Amendments.

Provide professional planning expertise to senior management, departments, Council, and the community.

Deliver integrated planning solutions for strategic outcomes.

Liaise with government agencies and stakeholders on land use issues.

Build and maintain networks with organizations, community groups, service providers, and government departments involved in strategic planning.

Coordinate and facilitate steering committees and liaise with external consultants on strategic projects.

Staff Management

Assist in coordinating the daily operations of statutory and strategic planning functions.

Oversee contractors involved in planning functions, including heritage advice providers.

Deliver high-quality decision-making reports.

Manage time, priorities, objectives, and deadlines in a complex environment.

Plan and manage own work, tracking inquiries to meet objectives.

Influence, delegate, and achieve results through others.

Assist in staff assessments and performance reviews.

Ensure effective communication of information to staff.

Business Performance

Develop and manage the department budget, adhering to targets.

Contribute to corporate planning and reporting.

Utilize corporate systems effectively.

Provide business intelligence for decision-making.

Service Management

Monitor planning processes for optimal service delivery within policies and regulations.

Develop frameworks for planning applications to promote economic development.

Comply with legislation and standards.

Seek value-for-money outcomes for the community.

Corporate Planning

Participate in developing and monitoring strategic plans.

Identify opportunities and challenges for medium and long-term planning.

Participate in project planning within Council frameworks.

Handle sensitive, complex matters exercising professional judgement in a political context.

Stakeholder Management

Collaborate with Directorates, Councillors, and the community.

Maintain relationships with government and funding bodies to achieve outcomes.
