Organisation: Greater London Authority

Job title: Senior Technical Project Officer

Reference: 5628

Salary: £58,217 per annum

Grade: 9

Contract type: Fixed Term Contract

Contract details: FTC for 18-months (with potential to extend if further funding becomes available)

Team: Infrastructure Coordination Service

Directorate: Good Growth

Interview date: W/c 16 or 23rd November 2026

Location: Hybrid (anchored at Union Street)

Application closing date: 8th November 2026 at 23:59

Good Growth

Good Growth is responsible for delivering and implementing the Mayor's environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.

About the team

The Mayor's Infrastructure Coordination Service (ICS) is an innovative, award-winning, multi‑disciplinary team that drives better collaboration in the planning and delivery of London's utility infrastructure. The ICS operates four main service lines: the Streets Service (promoting collaborative streetworks and the dig once approach), the SuDS through Streetworks Market (launching the UK's first environmental services market for SuDS). The Development Service (accelerating utility connections for strategic developments), and the Planning Service (undertaking long‑term infrastructure planning for London).

About the role

This role will be based in the ICs Streets Service. We are looking for technical expertise with experience in utilities, engineering, streetworks, infrastructure planning/regulation, or construction to take on a range of workstreams linked to technical aspects and project delivery. The ideal candidate will have a problem‑solving mindset and enjoy applying analytical and creative thinking skills to address blockers, thereby challenging the status quo.

This role will work closely with partners across industry to promote the dig once approach to streetworks - where utilities, supply chains and highway authorities reduce disruption across London by working together and employing innovative construction techniques/technologies.

We are looking for someone with streetworks, utilities, or engineering experience to unpick delivery challenges to the dig once approach and develop best practice so that collaboration becomes "business as usual." You may work on topics including: mains rehabilitation programmes, streetwork and network management issues, repurposing abandoned assets, energy transition, public realm, repurposing and future proofing, amongst others.

The role requires strong problem‑solving skills, organisation and attention to detail, as well as an ability to communicate effectively in a variety of forms with a diverse range of stakeholders.

The ideal candidate will have demonstrated knowledge and practical understanding of infrastructure issues described above-but we will also consider those with a relevant background who can pick up new technical knowledge quickly.

What your day will look like
  • Manage technical projects and processes for the ICs and act as an interface with technical stakeholders to secure delivery objectives and resolve technical barriers / issues.
  • Ensure timelines and deliverables are met; establish and maintain an effective project management approach.
  • Build new and maintain existing partnerships to assist the activities of the ICs; manage occasionally conflicting stakeholder needs, influence participation and persuade parties to change internal practices to drive long‑term change in ways of working.
  • Apply and drive continual improvement of supporting digital tools, alongside specialised expertise to conduct technical activities.
  • Gather and effectively analyse relevant data to monitor and evaluate processes, validating ICs activities.
  • Provide advice on infrastructure coordination issues to the Mayor and other senior leaders.
  • Take the initiative to research emerging areas, generate analysis and explore technical feasibility of solutions.
  • Synthesise complex viewpoints and gain buy‑in through compelling, well‑thought arguments.
  • Build and maintain up‑to‑date awareness of regulatory, legislative, technical and policy changes in the infrastructure field.
  • Establish and maintain positive working relationships within and outside the GLA.
  • Manage project resources in accordance with the GLA's policies and Code of Ethics and Standards.
  • Realise the benefits of London's diversity by promoting and enabling equality of opportunities to benefit the diverse needs and aspirations of London's communities.
  • Realise the benefits of a flexible approach to work in undertaking the duties and responsibilities of this job, and participating in multi‑disciplinary, cross‑department and cross‑organisational groups and project teams.

To be considered for the role you must meet the following essential criteria:

  • Technical expertise on issues related to the water and Streetworks sectors, and addressing surface water flooding issues, as well as substantial experience relating to: Construction, Streetworks, Utilities, Development, Capital Delivery or similar.
  • Excellent written and oral skills and a track record of successful stakeholder communications, including producing effective visuals.
  • Ability to use a range of office and data‑related software and digital tools, to an advanced level.
  • Degree or work experience in an engineering field (preference for civil engineers).
