Job summary

Dudley Council is seeking a Service Manager to lead Harm Outside the Home, Edge of Care and Emotional Wellbeing services in Dudley. You will provide strategic and operational leadership, oversee Team Managers and Service Leads, and drive improvements to outcomes for children, young people and families.

You will work with senior partners to ensure integrated safeguarding, coordinated support and effective use of resources across the portfolio.

Responsibilities

• Provide strategic and operational leadership across Harm Outside the Home, Edge of Care and Emotional Wellbeing Services.
• Provide effective line management, supervision and leadership to Team Managers and Service Leads.
• Set clear expectations for service delivery, performance and outcomes.
• Ensure workforce planning, recruitment, retention, development and deployment of staff.
• Promote a culture of accountability, professional curiosity and continuous improvement.
• Contribute to the wider leadership of Children and Young People Services.
• Maintain senior management oversight of safeguarding, risk and high‑risk situations across the portfolio.
• Ensure responses to exploitation, missing children and serious youth violence are effective.
• Strengthen families, prevent breakdown and reduce unnecessary entry to care.
• Ensure Emotional Wellbeing connects with Health, Education and safeguarding services.
• Champion trauma-informed, strengths-based safeguarding approaches.
• Provide professional challenge and escalation where safeguarding needs improvement.
• Be accountable for service performance, quality and outcomes across all areas.
• Establish oversight, supervision, audits and quality assurance.
• Monitor demand, capacity and outcomes and take timely action for improvement.
• Use data and feedback to drive service improvement.
• Embed learning from safeguarding reviews, complaints and incidents.
• Provide assurance to Head of Service and governance arrangements.
• Develop relationships with Children’s Social Care, Family Help, Police, Health, Education, Youth Justice and community partners.
• Represent services at multi‑agency forums and promote information sharing.
• Lead service development and integration across the portfolio.
• Identify opportunities for prevention and earlier intervention.
• Manage delegated budgets and resources in line with Council requirements.
• Utilise evidence to inform service development and commissioning.
• Demonstrate value for money and measurable impact.
