Job summary

UK Health Security Agency in Salisbury is seeking a Senior Project Manager to lead the capital programme at Porton Down, delivering complex projects valued up to £5 million in a controlled, highly regulated environment.

You will oversee all stages from business case through procurement, construction and handover, ensuring safety, compliance and value for money while working on-site at Porton Down.

Qualifications

• Significant experience delivering complex capital, infrastructure, engineering or construction projects.
• Experience managing NEC/JCT contracts.
• Strong financial management including budgeting, forecasting and governance.
• PM qualification such as APM PMQ or ChPP.
• Knowledge of governance, risk management, assurance and change control processes.
• Practical application of CDM Regulations in project delivery.
• Excellent stakeholder management and communication at all levels.
• Demonstrable experience leading multidisciplinary teams and delivering results.

Responsibilities

• Lead capital, engineering and infrastructure projects through full lifecycle.
• Develop project strategies, governance arrangements, delivery plans and reporting frameworks.
• Manage project budgets, forecasts and expenditure to ensure value for money.
• Lead procurement activities and oversee NEC/JCT contract delivery.
• Manage consultants, contractors and suppliers to achieve programme, quality and commercial objectives.
• Establish and maintain project controls, managing risks, issues, dependencies and change.
• Develop and monitor benefits realisation plans to ensure measurable business outcomes.
• Build strong relationships with senior stakeholders and technical teams.
• Present project updates and recommendations through governance boards and senior leadership forums.
• Ensure projects comply with legislation, UKHSA policies, CDM Regulations and statutory requirements.
• Promote a positive health, safety and environmental culture throughout project delivery.
• Support UKHSA’s sustainability and Net Zero ambitions in project design and delivery.
• Lead and motivate multidisciplinary teams while promoting continuous improvement.
