Job Description

We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will transform environmental regulation.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and ensure value for money.

We seek someone with a proven track record in managing complex financial information, collaborating across teams, and driving value for money.

Key tasks include:

  1. Understanding the financial and economic cases underpinning the programme’s business case and spending reviews.
  2. Ensuring programme deliverables align with strategic objectives and managing change control processes.
  3. Supporting the Programme Manager in assuring changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value.
  4. Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
  5. Supporting investment and funding activities with the Programme Manager and Director.
  6. Ensuring compliance with governance and assurance standards.
  7. Assisting with ongoing business management through whole life cost allocations.

The Digital, Innovation and Programmes team is responsible for implementing the Digital Strategy across E&B, shaping digital service delivery to be more efficient, user-friendly, and effective.

You will work in a multidisciplinary team alongside Defra shared services and third-party suppliers.

Experience/Skills Required

Preferred but not essential:

  • Experience in fast-paced, dynamic programmes.
  • Proficiency in Microsoft Office tools (Excel, SharePoint, PowerBI).
  • Experience managing complex financial data.
  • Understanding of financial and business planning, including charge funding, CDEL, and RDEL.
  • Experience with purchase orders, business cases, and approval processes within EA and Defra.
  • Knowledge of governance around spend control and assurance processes.
  • Leadership in stakeholder engagement, innovation, and best practices.
