Senior Project Manager - Finance and Business Management - 31005

Position Overview

We offer an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation program within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will revolutionize environmental regulation.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and removal of barriers to ensure alignment with the business case and value for money.

We seek a candidate with a proven track record in managing complex financial information, fostering collaboration, and driving value for money and ongoing investment.

Key Responsibilities
  1. Understanding the financial and economic foundations of the Programme’s business case and spending review bids.
  2. Ensuring programme deliverables align with strategic objectives, owning the change control process.
  3. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
  4. Managing queries from senior stakeholders and delivering regular financial and programme reporting across EA, Defra, and external suppliers.
  5. Assisting Programme Manager and Director with investment and funding activities.
  6. Ensuring adherence to governance and assurance requirements.
  7. Supporting business management through whole life cost allocations.
Team and Environment

You will work within the Digital, Innovation, and Programmes team, responsible for the Digital Strategy and its implementation. The team sets the strategic direction for digital services that transform environmental regulation.

You will collaborate with Defra shared services and third-party suppliers to develop user-centered online services and digital platforms that are efficient, simple, and fast.

Experience and Skills
  • Experience managing complex financial information.
  • Strong digital skills across Microsoft Office Suite (Excel, SharePoint, PowerBI, etc.).
  • Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
  • Experience with business cases, EA and Defra approval processes, and change control.
  • Familiarity with governance requirements around spend control and assurance processes.
  • Proven ability to engage stakeholders, drive innovation, and contribute to delivery.
Additional Information
