Job Description

We have an exciting opportunity to lead the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will revolutionize how the Environment Agency regulates.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to mitigate risks and remove barriers, ensuring alignment with the business case and value for money.

We seek someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investments.

Responsibilities include:

  1. Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
  2. Ensuring programme deliverables align with strategic objectives, owning the change control process.
  3. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams for affordability and value.
  4. Managing queries from senior stakeholders and delivering regular reports, including financial tracking across EA, Defra, and external suppliers.
  5. Assisting Programme Manager and Director with investment and funding activities.
  6. Ensuring adherence to governance and assurance standards.
  7. Supporting business management through whole life cost allocations.

The Team

The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B. Our work sets the strategic direction for digital services that will transform regulation processes.

You will collaborate with a multidisciplinary team, including Defra shared services and third-party suppliers, to shape user-centered online services and digital platforms that are efficient, simple, and fast.

Experience and Skills Required

Beneficial but not essential:

  • Experience in fast-paced, dynamic programmes
  • Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.)
  • Experience managing complex financial data
  • Understanding of financial, business planning, and budgeting processes (charge funding, CDEL, RDEL, recharges)
  • Ability to raise purchase orders
  • Experience with business cases, EA and Defra approval routes, change control
  • Experience in digital programmes (helpful but not essential)
  • Knowledge of spend control governance and assurance processes
  • Proven ability to lead, engage stakeholders, and drive innovation
