Job Description

We have an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation, issue resolution, and value for money delivery.

We seek a candidate with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.

Responsibilities include:

  1. Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
  2. Ensuring programme deliverables align with strategic objectives, owning change control processes.
  3. Supporting the Programme Manager to assure changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value.
  4. Managing queries from senior stakeholders and delivering regular financial and programme reporting.
  5. Supporting investment and funding activities with the Programme Manager and Director.
  6. Ensuring adherence to governance and assurance requirements.
  7. Supporting ongoing business management through whole-life cost allocations.

The Team

The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B, shaping digital service delivery to improve efficiency, simplicity, and speed.

You will collaborate with Defra shared services and third-party suppliers to develop user-centered online services and digital platforms.

Experience/Skills Required

Preferred but not essential:

  • Experience in fast-paced, dynamic programmes
  • Proficiency in Microsoft products (Excel, SharePoint, PowerBI)
  • Experience managing complex financial data
  • Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, RDEL, and recharges between Defra and EA
  • Experience with business cases, approvals, and assurance routes, including change control
  • Experience in digital programmes (helpful but not essential)
  • Knowledge of governance around spend control and assurance processes
  • Ability to lead and engage stakeholders, driving innovation and best practices
