Senior Project Manager - Finance and Business Management - 31005

Job Description

We offer an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.

You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your role will support risk mitigation, issue resolution, and removing barriers to ensure alignment with business cases and value for money.

We seek someone with a proven track record in managing complex financial data, collaborating across teams to drive value, and influencing ongoing investment.

Responsibilities include:

  1. Understanding the financial and economic basis of the programme’s business case and spending reviews.
  2. Ensuring programme deliverables align with strategic objectives and managing change control processes.
  3. Supporting the Programme Manager to assure changes to scope, cost, and quality, working closely with delivery teams to ensure affordability and value.
  4. Managing stakeholder queries and providing regular financial and programme reports across EA, Defra, and external suppliers.
  5. Supporting investment and funding activities with the Programme Manager and Director.
  6. Ensuring compliance with governance and assurance standards.
  7. Supporting business management through whole-life cost allocations.

The team

The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, setting strategic direction for digital services transformation within EA.

You will collaborate with a multidisciplinary team, including Defra shared services and third-party suppliers, to shape and deliver user-centered digital platforms that are efficient, simple, and fast.

Experience and skills required:

  • Experience in fast-paced, dynamic programmes.
  • Proficiency in Microsoft Office tools (Excel, SharePoint, PowerBI).
  • Experience managing complex financial information.
  • Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
  • Experience with purchase orders, business cases, and approval routes.
  • Experience in digital programmes (desirable but not essential).
  • Knowledge of governance and spend control processes.
  • Proven ability to lead, engage stakeholders, and drive innovation.
