Senior Project Manager - Finance and Business Management - 31005

We offer an exciting opportunity to lead strategic planning and business management within the largest digital transformation programme in the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that revolutionize environmental regulation.

You will be a key member within the Programme Management Office (PMO), providing valuable input on financial and business management to mitigate risks, resolve barriers, and ensure value for money aligned with the business case.

We seek someone with a proven track record in managing complex financial data and collaborating to maximize value and influence investment decisions.

Responsibilities include:

  • Understanding the financial and economic foundations of the Programme's business case and funding bids.
  • Aligning programme deliverables with strategic objectives and managing change control processes.
  • Supporting the Programme Manager to ensure changes to scope, cost, and quality are approved and affordable.
  • Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
  • Assisting with investment and funding activities and ensuring compliance with governance standards.
  • Supporting business management through lifecycle cost allocations.

The team:

Our Digital, Innovation, and Programmes team directs digital strategy implementation, working with Defra shared services and third-party suppliers to deliver user-centered digital services that are efficient, simple, and fast.

Desired Skills and Experience:

  • Experience in fast-paced, dynamic programmes.
  • Proficiency in Microsoft Office tools (Excel, SharePoint, PowerBI).
  • Experience in managing complex financial information.
  • Knowledge of financial planning, budgeting, and funding processes, including charge funding, CDEL, and RDEL.
  • Experience with business case development, approval, and assurance processes.
  • Understanding of governance around spend control and assurance.
  • Proven ability to lead, engage stakeholders, and drive innovation.

The role is based at an EA Office location with a flexible working pattern. Some travel may be required.
