Senior Project Closeout Manager – Major Highway Programs

Job summary

National Highways is seeking a Project Manager to join the Significant Projects team within Major Projects. You will plan and manage delivery, lead project teams, and oversee external contractors to ensure governance, safety, quality and timely handover of complex schemes.

Based in the UK with occasional travel to Birmingham and Manchester for monthly meetings, you will define roles, manage risks, capture lessons learned, and drive post-project evaluation while maintaining long-term commitments

Qualifications

• Membership of the Association of Project Managers (or equivalent).
• Strong stakeholder management experience across multi-disciplinary teams.
• Experience implementing and embedding safety standards within closeout or complex environments.
• Proven ability to capture lessons learned and drive post-project evaluation processes.
• Desirable: experience leading contract management and risk mitigation.

Responsibilities

• Lead the closeout of complex projects through Stage 7, ensuring defects are resolved, handover activities are managed, and long-term commitments are captured.
• Oversee Stage 7 activities: defects period, records, and delivery of final handover documentation including aftercare, safety obligations, post-project evaluation and monitoring of environmental or community commitments.
• Provide clear direction to project teams by defining roles, responsibilities, and ways of working, ensuring alignment with objectives.
• Produce high-quality project management documentation, including baseline management products, risk registers, and timely performance reports.
• Identify, monitor, and manage risks, issues, dependencies, and constraints specific to closeout, ensuring solutions are developed and escalated when necessary.
• Capture lessons learned and best practice from the project, embedding them into future delivery programmes and champion governance, safety, sustainability, and stakeholder engagement during closeout.
