Job summary

Network Rail in the Eastern Region is seeking a Senior Programme Development Manager to shape and lead NPR development stages. You will partner with the Lead Programme Development Manager to align sponsorship for the NPR portfolio, including Traction Power and Systems Integration.

The role requires strategic thinking, stakeholder management and an ability to balance scope, time and cost. You'll work with economists, engineers and capacity analysts to translate technical detail into a compelling

Qualifications

• Qualified to degree level or equivalent
• Experience dealing with client portfolios and consulting with people at all levels
• Proven ability to write coherently and convey report/investment information clearly
• Commercially astute with strong influencing and negotiating skills
• Railway operations knowledge and experience in complex, multi-disciplinary programmes
• Experience in significant management roles in a commercial environment

Responsibilities

• Build effective relationships with funders, Network Rail and stakeholders.
• Review remits to confirm viability and scope for value for money and capacity.
• Convert remits into a clear specification and develop initial project plans and budgets.
• Progress cost efficiencies and process improvements across the portfolio.
• Own and manage business cases and investment papers for a portfolio of projects.
• Lead negotiations on commercial/contractual terms with stakeholders and clients.
