This senior role leads end-to-end procurement for the Council's most significant investment programmes, develops strategies, negotiates complex commercial terms and mentors a specialist team.

Qualifications

• Significant experience leading procurement for complex, high-value programmes or capital projects.
• Strong knowledge of procurement legislation, governance and commercial assurance.
• Experience leading complex negotiations and supplier engagements to deliver value for money.
• Excellent stakeholder management and influencing skills with senior leaders and boards.
• Experience coaching and developing high-performing procurement teams.

Responsibilities

• Lead end-to-end procurement of high-value investment projects in line with legislation and governance.
• Develop procurement strategies responding to market conditions and long-term value for money.
• Act as commercial lead for major programmes, advising project boards and stakeholders.
• Lead complex procurement exercises including negotiations and commercial discussions.
• Build strong relationships with internal teams, suppliers and partners to support delivery.
