Job summary

About the Role

The Senior Procurement Officer will be an integral member of the Procurement Team and will be a key support to the Procurement Manager in the procurement of works, materials and services for the organisation.

Reporting to the Procurement Manager you will be responsible for conducting the end-to-end tendering process for a broad range of works, goods and services via Open procedure tender exercises, mini competitions on collaborative framework agreements and PCS Quick Quotes.

The successful candidate will have in-depth understanding of Procurement processes and best practice in the Public Sector. An understanding as well as the ability to confidently apply Public Sector Procurement Regulations and procedures and a detailed knowledge of all relevant statutory provisions, other relevant legislation and policies, procedures and processes.

You will also have in-depth experience in utilising Public Procurement tendering platforms including Public Contract Scotland (PCS), Public Contract Scotland-Tender (PCS-T).

Key responsibilities include maintaining accurate supplier and pricing information, managing supplier relationships and performance, delivering procurement savings and efficiencies, liaising with and supporting key stakeholders, leading on end-to-end procurement exercises for medium to high value/risk procurements, and contract management of a portfolio of key contracts.

What You Will Bring

As Senior Procurement Officer, you will have broad public sector experience including a working knowledge of all relevant standing orders, statutory provisions, Scottish Government directives, other relevant legislation and policies, procedures and processes.

You will be a strong communicator with excellent negotiation skills as you will be collaborating closely with key internal and external stakeholders.

You will be able to provide advice and guidance to less experienced team members and internal stakeholders to ensure best practise is applied throughout the organisation.

The successful candidate will have a proactive results-driven mindset with the ability to resolve any procurement issues that may arise to ensure procurement activities are executed to the best possible standard.

Essential requirements include experience in public procurement, a working knowledge of the Procurement Contracts (Scotland) Regulations 2015, and experience of using Public Contracts Scotland (PCS), Public Contracts Scotland-Tender (PCS-T) and public sector collaborative procurement frameworks, such as Scotland Excel.

A relevant qualification at degree level in Procurement is desirable. Possession of the CIPS qualification or working towards it would be advantageous.
